Lieutenant General Carcy joined the French Air Force Academy in 1989 and has served in the Air Force for 35 years.
His early assignments included postings to the Jaguar Tactical Fighter Unit and the Mirage F1CR Reconnaissance Squadron. Over the course of the seven years spent within flying operational units, he was deployed to 11 overseas operations including Bosnia, the Central African Republic (CAR), Chad, and Iraq.
In 2004, after one year of professional development, he graduated from the French War College and served as the Deputy UAV Squadron Commander before taking command in 2006.
After completing the test and evaluation period of the Harfang system, a MALE UAV derivative of the Israeli Heron 1, he deployed the new drone at Bagram Air Base (Afghanistan) in January 2009 and flew operational missions in support of the ISAF (International Security Assistance Forces).
